Calling all the stars to fall
And catch the silver sunlight in your hands
Come for me and set me free
Lift me up and take me where I stand

Noel Gallagher seems to have a very high opinion of himself; it appears that he is calling the stars and telling them to fall.  Quite what this is likely to achieve is beyond me, except for collapsing the universe – which would seem to suggest that Noel is a bit of an anarchist.  He then appears to be talking to a co-conspirator who intends to catch the silver sun light in their hands (but what sort of sun light?  Is it from House of Frasier?  Or is it more of a bespoke effort?).  Noel then asks for the subject in question to come and set him free, for presumably he has been locked up in a high security prison due to his anarchic plans to dominate and destroy the universe.  All a bit ludicrous, but if that’s what floats your boat.
She believes in everything
And everyone and you and yours and mine
I've waited for a thousand years
For you to come and blow me out my mind

Noel Gallaghers partner in crime appears to believe in everything (which I find hard to believe, as certain views and beliefs contradict each other, henceforth making it impossible to believe absolutely everything).  Noel has waited for a thousand years (pushing it a bit isn’t it?  I mean I’ve heard that spending time in jail can feel like forever, but theres no need to make exaggerations that sound literal.  However, it appears that Noel has begun to feel suicidal in his prison cell, and he has waited for his co-conspirator to come and kill him, rather than help him escape his jail sentence.  It can’t be that bad can it?  Surely if she has the means to come and kill him, she can surely just come and break him out of prison?  One would assume that to be better for everyone involved (well everyone except the police service and the general public, but there you go)
Hey, Lyla!
The stars are about to fall
So what d'you say, Lyla?
The world around us makes me feel so small, Lyla!
If you can't hear me call then I can't say, Lyla!
Heaven'll help you catch me if I fall

Noel is declaring to the subject (apparently named Lyla) that his plan to ensure that the stars fall has come to bear fruition.  Noel then declares that he is having some sort of doubt, due to the fact that he feels really small due to the size of the world around him.  Noel then brings up quite a petty point (considering their about to, ya know, destroy the universe) in saying that Lyla never appears to hear him call and as such he can’t talk to her.  With him being in jail and minimized in terms of the amount of phone calls he can make, you would assume that he would have planned ahead and ensured that Lyla was ready to take his call.  It’s his own fault really.  He then (in quite a bold statement) declares that if he falls, God and the heavens themselves will help Lyla to catch Noel should he fall.  Despite Noel’s evil intentions, God just can’t let his good side go.
She's the queen of all I've seen
And every song and city far and near
Heaven help my mademoiselle,
She rings the bell for all the world to hear

Lyla appears to be, in Noel Gallaghers mind anyway, the queen of all that he has ever seen.  Well, that may be his view, but she is not constitutionally a queen and that as such makes this irrelevant – has there ever been (in Britain anyway) a Queen Lyla?  I don’t believe this to be the case but as ever, feel free to prove me wrong.  Lyla apparently rings the bell for the entire world to hear (I must have been listening to my ipod or something instead), and Noel wants heaven and God himself to help his young lady “queen”.  What he wishes them to help her with he does not state, for one assumes that God would not assist in destroying the universe.  Not his cup of tea, one assumes.
